The hiring decision is the most important decision made in any institution of higher education. Because every function that a university performs, whether it be teaching, research, or public service, is dependent on human interaction, the quality of each employee is critical to the success or failure of the university. It is also the case that, despite many years of effort, higher education has not made enough progress in hiring a racially diversified workforce, nor have women entered certain fields at the rate that would reflect the available pool. The procedural aspects of all searches need to be in harmony with EEO legislation and university goals. Among the goals identified in the UO Faculty Handbook are: 1) To increase the representation of women and minorities in the faculty and other segments of the workforce to levels at least proportional to their availability; and 2) To ensure equal opportunity and nondiscrimination.
